Len D. CowperAdditional FAA Certificates and Qualifications:
My association with the FAA spans years as owner and operator of an FBO (Fixed Base Operation), Written Test Examiner, Designated Pilot Examiner, Airframe and Power Plant Mechanic with Inspection Authorization, and now as a Designated Airworthiness Representative. My experience as a pilot and Airline Captain and as an Aviation Engineer are unique. I am a US/NZ citizen, having spent my entire working life involved with aviation. Flying and instructing, fixing or certifying on a wide variety of types from a Tiger Moth to a B-747. Learning to fly during WWII, I was a crop duster pilot before rejoining the Air Force in 1952 first as a Flight Instructor, then as adjutant to a territorial unit (Air National Guard) flying P51’s, later transferred to a jet fighter squadron in Southeast Asia. When I resigned my commission, I joined Cathay Pacific Airways in Hong Kong as a First Officer. At that time the airline operated one of each a DC3, DC4, and DC6. In 1962-63 I took leave of absence and flew for Air America / Bird & Sons in Laos / Vietnam. I then rejoined Cathay Pacific, remaining with the airline for over 24 years. I continued to fly all of Cathay’s fleet including the Lockheed L188 Electra, Convair 880, B707, Lockheed L1011, and the B747. I held various Management positions including Operations Manager (Flying) and Deputy Director of Flight Operations. In 1984 I moved to Maui, Hawaii with my wife, also an experienced pilot (ATP). We established our flight school, aircraft rental, air tour operation and maintenance facility. During this period I worked in the hangar helping A&P / IA’s service our fleet of 11 aircraft. It was during this period that I was appointed FAA Pilot and Written Test Examiner and later gained qualifications as an A&P and IA. I came back to New Zealand in 1997 and was appointed as DAR to cover this region and the Pacific. I work through the FAA International Field Office, San Francisco. I conduct inspections and FAA DAR-T functions on a wide variety of aircraft types from a Tiger Moth to B-747 and helicopters, which includes issuing of FAA Certificates of Airworthiness, FAA Export Certificates of Airworthiness, Certificates of Airworthiness in the Experimental category, Special Flights Permits (Ferry Permits), Overweight Approvals, Ferry Tank Installations, etc. Clients have included Bell Helicopters, Bombardier, Finova Corp., Air New Zealand and numerous private owners and operators. In addition I still carry out Annual Inspections and Return to Service on FAA registered aircraft including helicopters. With an experienced background of over 30,000 flying hours plus engineering, maintenance and certification qualifications, and being assigned FAA function codes 23 thru 32, feel free to contact me for your aviation needs.
